iPad 2 Camera shutter won't open

My camera was working fine. Today I open the camera app and use rear camera, but the shutter won't open. Is there anything I can do to repair it? Trying reset and restore, it won't work.I think that is a hardware issue. The camera on iPad 2 is a totally a disappointment. That required replacement of the iPad 2.
